I don't believe it does. At present it is clearly understood by everyone
that the phrase 'release blocking desktops' refers to GNOME and KDE.
This can of course be changed, but the current meaning of the phrase is
not in question. This is in fact stated in the preamble to the criteria,
on each criteria page:

"The term 'release-blocking desktops' should be understood to mean all
the desktop environments in which bugs are currently considered capable
of blocking a Fedora release. The current set of release-blocking
desktops is GNOME and KDE."
