we are speaking about VMware Machines on ESXi/vSphere
the problem with this issue is that it costs much time
at boot and wasted every systemd-improvement multiple
sync to HWCLOCK is also disabled in /etc/sysconfig/ntpd
since forever, yes there is not running chrony because
internal ntpd
cat /etc/sysconfig/ntpd
# Drop root to id 'ntp:ntp' by default.
OPTIONS="-u ntp:ntp -p /var/run/ntpd.pid -g"
# Set to 'yes' to sync hw clock after successful ntpdate
SYNC_HWCLOCK=no
