rpm 4.10 alpha now in rawhide, rebuilds for soname bump needed

This one was still broken:

(blocking rebuilds of qemu and libguestfs), so I went ahead and bumped
and rebuilt it.  I didn't touch anything in the package, so I hope I
didn't break anything.
