You're asking a wrong question, IMO. You should have examined both the
p7zip source tarball and the Fedora package to find out why there is no
-devel package and whether there should be one. A brief look at the
p7zip.spec file suggests that no API for public consumption gets
installed. No library and no corresponding header files. If that is
correct and not due to a packaging mistake, you would need to get in
contact with the p7zip developers instead of the Fedora packager.
