It does, but this isn't a huge problem because installation is so
entirely I/O-bound.

Or do you mean it's a problem to run qemu at all?  qemu certainly runs
inside Koji just fine -- we run that all the time.

febootstrap works off the RPMs directly, but has other limitations.
