Set fedora-cvs flag?

Hi everyone,

I am trying to follow the procedure here:

https://fedoraproject.org/wiki/Package_SCM_admin_requests#Package_Change_Requests_for_existing_packages

But I cannot set the fedora-cvs flag.  Am I missing some sort of
permissions?  What should I do?
