FWIW, we have exactly this (Fedora clients, CentOS master). And yes, we
need to use our local mirror of yum.puppetlabs.com right now.

This is nothing more than anecdata, as we are fine with the setup now.
Of course, having puppet3 in EPEL would make life a tiny bit easier.
