[ppp] Removed unnecessary dependency on systemd-unit

That dependency was there for ownership of the /etc/tmpfiles.d
directory, which the ppp package drops a file into, so it is in fact
necessary until such time as that directory moves to the filesystem
package.

Actually the tmpfiles snippet should go in /usr/lib/tmpfiles.d rather
than /etc/tmpfiles.d anyway.

"systemd-units" is provided by the systemd package in F-18/Rawhide but
I think it was a separate package in some older releases (can't remember
offhand when they were merged).
