Indeed, we have never moved the feature to FESCo to approve it. Fedora 
version is automatically updated there.

What's the status? For existing system-config-tools we reported dozens 
bugs how to make the tool/UI better. From that time it was more on 
maintainers, so we decided not go through the official process for a
feature.

Also a lot of system-config-tools were killed during the time (and actually
it's an another part of cleanup). Only a few tools are now in Fedora 18
and usually that still needed and well maintained.
