fuse, /dev/fuse, systemd, ... ?

For the past week or two, I've noticed that cryptkeeper is not starting
when Gnome starts up on my "fully Rawhide" system.

Noticed that /dev/fuse is not set for user access, fuse module has not been
loaded, etc.

This by design (i.e., migrating udev to ..., etc.)?

Here is what I am seeing:
