Any objection to upgrading to Vala 0.21/0.22 ?

I'm wrong; checking the gnome-chess build logs it looks like Vala
projects are always built from C, I think unless the stamp file is older
than one of the Vala sources (i.e. unless we patch one).  But clearly
you should not trust me!
