latex not working in F20: "I can't find the format file `latex.fmt'!"

it built fine with same texlive version on my local machine (x86_64). This build failed on arm plattform,  It seems textlive oder perl doesn't work correct on arm.
How can developer access to arm machine with f20 in order to debug the issue?
