gdal F-20 update

I'm going to be updating gdal from 1.9.2 to 1.10.0 in order to support 
the poppler update.  Unfortunately there is an abi change from 1.9.2:

but no soname bump.  So I will be rebuilding gdal's dependencies soon. 
Let me know if you want to handle the rebuild yourself.
