How would it miss requires? foo-devel should Requires: bar-devel (see
the guidelines[1]), so you'll get it, but the package itself doesn't
need bar-devel so there's no need to list it explicitly. If foo drops
its usage of bar, it shouldn't appear in your package anymore.
