[Guidelines Change] Changes to the Packaging Guidelines

Hi, the GitHub rule is not working, if the name of the package isn't the 
same as the name of the repository on GitHub.

%setup -qn %{name}-%{commit}

Should be

%setup -qn $PROJECT-%{commit}
