I agree, it could use a better UI. A poorly-documented feature is that
if you hit Esc at that progress bar, it will switch to text-mode where
systemd will inform you of its current state. (However, if you hit Esc
again to go back to the graphical screen, the progress bar will be
permanently stuck at zero, which is a known bug).
