Unretiring quotatool

Hi,

After checking some information regarding this package I found that
after retiring this package the upstream came alive again.

>From https://github.com/ekenberg/quotatool/blob/master/ChangeLog, we
can still see an active project. And because I need it so I request an
un-retirement.
