Flash drives, like RAM, (technically, they are non-volatile RAM) always 
come in binary units.  The difference between the nominal and actual 
capacity is space used for bookkeeping and replacement of faulty blocks. 
  Perhaps the manufacturer of your last example expects the flash chips 
to be not very reliable. :-)
