config.guess/config.sub for aarch64 (was Re: Mass Rebuild for Fedora 19)

What does the "timestamp" value at the beginning of the config.guess
file contain? It may be that upstream needs to "force"-update the files,
e.g. with "autoreconf -f" (or the similar -f commands for the various
autotools).
