minor behaviour change of pkgconfig 0.28 (in rawhide)

$ echo "==$(pkg-config --cflags-only-I openssl)=="
== ==

New version
$ echo "==$(pkg-config --cflags-only-I openssl)=="
====

This space to empty string output can breaks some poorly written
autoconf script.
