How long should last the "submitted for stable" phase in bodhi?

I'm already providing schedule in XML for websites guys [1], so at least
for informative message, it could be used automatically as one source of
data. With some manual overrides when needed (we reopen development as we
did in F18 - it's harder to put it into schedule and it could break etc.).
