Isn't that exactly what this proposal does?

People claim packaging process is broken and needs to be replaced. But
they've not even identified the problem parts, nor tried to fix them, let
alone shown they can not be fixed. It's a grounds-up rewrite that people
who didn't even bother to understand the current process.
