Yes. But it certainly helps if there is a temporal hint: normally
the dialog should come immediately after starting a new application.
So the user should know, that if she starts "New Media Server", and
a question pops up about a port, almost without looking at the details
she can can assume that this is about the program that was just started.
This way is much easier for the user.
