lirc: so-name bump

I have pushed a new version 0.9.2 of lirc to rawhide. It changes the 
so-name from 2:1:2  to  3:0:3 .

I'm sorry for not notifying in advance, I  just missed it.

This is  upwards-compatible change, so while there is a need to rebuild 
it can wait for some time.
