Auto-expiring bugs are getting absurd

The bug bot is really very dumb [1] and rewrite is planned. So far it
takes a list of bugs based on search query in CSV and runs bug after
bug calls. So there's no way to check for messages. Also when I took
look on some bugs it closed, there was one with two comments - it's
fixed, it's not and to be honest, I was thinking about what to do with
these. So I'm sorry for the bug closed, the new EOL closure message now
contains wording that should avoid that "not everyone is allowed to
reopen bugs", we should do the same for EOL warning version change.
