Unretiring NDOUtils

Hello,

I would like to unretire NDOUtils in Fedora, I'm currently using it at work.

NDOUtils was orphaned in Fedora in 2012 [1], but since the EPEL 5 & 6
branches cannot be retired, those branches were still there. The previous
owner gave the branch ownership to me, so I'm missing only the Fedora
branches.

Following the procedure for unretiring packages [2] I've created a review
for the package:
