I'd say the best person to act as package maintainer is always the
person who is most interested in doing so. We have many maintainers in
Fedora who are upstream developers, as well as many that are
interested downstream users.

The Fedora packaging process can be a bit tricky the first time
around; I'd recommend locating a member of the Fedora Sponsors who is
interested in helping you with your first package and showing you the
ropes.
