"Victim" is kind of a harsh word.  I suspect something has happened in
Real Life that is making him extra busy.

Sure, I'd be happy to do so.  You've informally done the first step of
the "Reviewer not responding" part of the policy for stalled package
reviews (https://fedoraproject.org/wiki/Policy_for_stalled_package_reviews).
Can you do the second step (clearing out the review flag, etc.), so
what happened is clear?  I'll take over the review after that.
