That's likely because both OpenJDK7 and OpenJDK8 both provide
java-devel (based on a the repo as it stood at yesterday's compose so
it doesn't include the mass rebuild packages):

# repoquery --whatprovides java-devel
java-1.7.0-openjdk-devel-1:1.7.0.60-2.5.0.22.pre04.fc21.x86_64
java-1.8.0-openjdk-devel-1:1.8.0.5-9.b13.fc21.x86_64

I'm sure it should likely only be provided by one or the other.
