[fedora-arm] ExcludeArch tracker doesn't appear to be effective

While ARM doesn't have traditional joystick ports there have been some
people hook them up via GPIO and the like, enabled.

> perl-qpid

These were both legacy hangover from before qpid-gcc was fixed which
it has been for some time, now built on rawhide.
Both would likely not have been missed if there was appropriate BZ :-)
