Best (cleanest?) conditional formation in a spec file for distro version and arch

I think what I need to do is stop worrying about the NOT conditional and be
OK with doing nothing inside a if TRUE conditional...

%if 0%{?rhel} <= 6 && "%{_arch}" = "ppc64"
# Do nothing
%else
Requires: python-pivy
%endif
