DNF: why does it refresh metadata all the time

why does DNF refresh metadata in background?

that has no benefit, increases network traffic and
finally leads to more likely outdated metadata in case
you type "dnf upgrade" *when* you want to apply updates

the "failed to load plugin copr" is also just a bug
