HEADS UP: libgit2 soname bump

Hi all,

libgit2 soname mechanism has been changed to reflect the ABI breakage,
accordingly the result is:

libgit2.so.0 -> libgit2.so.21

Some packages are affected, that could be solved by rebuilding the package.
