Patches for trivial bugs sitting in bugzilla -> trivial patch policy?

I agree. If a maintainer objects to a patch, all he has to do is respond
to the bug report. This proposal should only cover the case where the
maintainer does not respond to the bug report within, say, one week
after the patch has been attached.
