The package fails to build with:

error: Bad exit status from /var/tmp/rpm-tmp.6A9BWu (%install)


RPM build errors:
    Bad exit status from /var/tmp/rpm-tmp.6A9BWu (%install)
Could not execute local: Non zero exit

Neither
/home/rjones/rpmbuild/BUILDROOT/ruby-2.1.1-18.fc21.x86_64/usr/share/ruby/gems
nor
/home/rjones/rpmbuild/BUILDROOT/ruby-2.1.1-18.fc21.x86_64/usr/share/gems
exists.  This could be a missing BuildRequires?

Note I'm building this on an F20-(ish) machine, because I don't want
the full Rawhide Experience<TM> on my main dev machine yet.
