even in some countries that are highly developed there is issues. In
Australia for instance it is extremely common to have download caps.
having deltas even if slower will give a better experience as users
will not use up as much of the download cap. What we have is different
scenarios we can not possibly know all of the data about. we should err
on the side of being conservative in places where the potential cost is
highest. while the cost of applying deltarpms can be high I think that
the potential cost of bandwidth is higher, as such we should default to
deltarpm support and make it easy to disable for those that want to.
