Sadly it's fault of that distro - Fedora is not here to fix other distro 
mistakes...

'env' is usr tool and needs to sit in /usr/bin - it's simple as that.

In fact it should be used also to resolve pythons and other goodies...

And yes - with UsrMove we lost distinction between
what are system tools
and
what are usr tools.
