I know what prep means, I just couldn't understand why it's part of short-circuit.
rpmbuild seems to just ignore --short-circuit when run with -bp
(and there's currently a bug in mock's short-circuit, so it doesn't work now,
but it's already fixed upstream. Sorry about that)
