I opened two bug reports:

[mock with default dnf fails to install dependencies in rawhide]

[fedora-review gets confused after package build]

I did not investigate much the second, just reported what
happened, and that only got there after adding the
dnf_builddep_command option to mocks site-defaults.cfg
