As a test balloon, I've now added file triggers to gdk-pixbuf2-2.31.5
-2.fc24, and librsvg2-2.40.9-3.fc24 now relies on them to get its
pixbuf loader registered. 

Let me know if you see any problems with those updates that might be
caused by the file triggers.
