Does /etc/locale.conf contain the wrong value? If it's correct, then
LANG= boot parameter is superfluous and benign (even if cluttered). If
it contains the wrong value, why is it wrong?
Are you sure that grubby is reading /etc/locale.conf and inserting
LANG= or is new-kernel-pkg doing this?
I'm not finding anything related to i18n in Fedora release criteria,
so I don't see a way off hand to block release because of it. I don't
know where the internationalization effort stands, whether there ought
to be some minimal & practical i18n release criterion.
