I looked at the bug report, but it's rather long and cluttered due to
cloning, and my interest level to read the entire thing is
approximately zero. What's the consequence of this bug if
/etc/locale.conf is correct, and therefore the inserted LANG= on boot
parameter line is also correct?

I suggest changing the component to kernel if kernel packaging is to blame.
