F22 System Wide Change: Django 1.8

A bit late, yesterday Django-1.8 beta was released. A package is
available for rawhide. I would like to push it to f22, too.

Strictly speaking[1], I don't need a permission to do so. Still, I would 
like to ask for opinions here.
