Of course not. Matthew is mistaken.

The comment added to bugzilla addresses both, the reporter and the
assignee, but specifically the package maintainer:

  | Package Maintainer: If you wish for this bug to remain open because
  | you plan to fix it in a currently maintained version, simply change the
  | 'version' to a later Fedora version.

However, the mails sent by bugzilla don't give any hint about whether
the recipient is the reporter in a ticket or the assignee. The tickets
also are not set to NEEDINFO->reporter either.

As the assignee, I cannot tell whether I want such a ticket to remain
open after receiving the mail. I need to establish other ways of
keeping track of tickets in bugzilla.
