do you have a build.log of javadoc task?
possible workaround will be remove javadoc plugin for use the our 
default maven tools setting
%pom_remove_plugin -r :maven-javadoc-plugin

jersey was update to 2.x series because of 
https://bugzilla.redhat.com/show_bug.cgi?id=1218315
but is available a compact package named jersey1 (1.19) for f23 
(rawhide) only
