Orphaned SoundConverter

Hi Michael,

I would like to take it over. Maybe Alexandre, and I can both
co-maintain it ? I also don't have a lot of experience in fedora
packaging (I maintain only 2 packages currently), but I guess this
would be a good package to learn a lot.
