The changelog message sort of implies the libs contain code that
doesn't work unless the rules have run.  So the rules have to be
installed, but they call out to binaries that are in the main package,
so they won't _work_ unless the main package is installed...

In other words, the split between the packages is somewhat arbitrary,
and the code probably would need to be fixed to be less insane.
