lrzip's license correction

While upgrading lrzip to 0.620 in the rawhide, I reviewed licenses again
and I found some code under different license than the rest of the
package. Thus I corrected the license tag from (GPLv2+) to (GPLv2+ and
GPLv3+ and Public Domain).
