I've added a few comments, but I don't have time to do a full
review right now.

Unfortunately these guidelines are rather out of date.  The intention
is (and has been for quite a number of years) to update the packaging
guidelines to match the de facto packaging of OCaml packages in
Fedora.  If someone wants to get started on that, I can certainly help
out with it.
