There was/is an issue with the new gcc never finishing it's builds on
arm. Last I heard the maintainer was trying to duplicate the issue and
add some debugging to track it down. 

I suspect they don't want to push that version in F22 until the issues
causing it to not build in f23/24 are isolated and fixed.
